It has poor synergy with precision perks that also happen to have the highest skill ceiling (Gunslinger, Sharpshooter, Commando).Dealing with mixed squads is problematic for the Berserker (multiple large zeds mixed with trash zeds).Slow large zed takedowns (Sharpshooter, Gunslinger, Support, Demo, and even Commando/SWAT take down large zeds noticeably faster with their best weapons).Stealing the zed aggro when every large zed killer needs to get the attention of Scrakes / Fleshpounds before starting a takedown for the best chances of success.The necessity to overextend in front of other perks with ranged weapons to get action.It all boils down to "the Berserker causes more problems than it solves":
